HERANÇA DOS ANOS DE CHUMBO: CÁTEDRAS E DEPARTAMENTOS – Uma crítica à estrutura administrativa da Faculdade Nacional de Direito

Resumo

Ao longo das últimas décadas, o setor público sofreu diversas mudanças, com as universidades não foi diferente. Dessa forma, inicialmente, pretende o presente artigo analisar o contexto histórico da Faculdade Nacional de Direito (FND), até sua federalização em 1945, quando passou a integrar a Universidade Federal do Rio de Janeiro (UFRJ) e sua evolução até os dias atuais. Busca, ainda, demonstrar o papel das cátedras até o momento em que foram extintas pela Reforma Universitária de 1968 durante a Ditadura Civil-Militar, que criou os departamentos universitários, estrutura que algumas universidades insistem em manter, mesmo sendo herança de uma das eras mais obscurantistas que o Brasil já viveu. Por fim, pretende analisar a estrutura departamental da Faculdade Nacional de Direito, bem como a evolução dessa estrutura e as tentativas de superação dessa arcaica e falida estrutura, na hercúlea tentativa de modernização da faculdade, destacando o papel exercido pelo Centro Acadêmico Cândido de Oliveira (CACO) e sua Diretoria Administrativa para construção de uma Faculdade de Direito mais moderna, democrática e menos corporativista.

HERITAGE FROM THE LEAD YEARS: CHAIRS AND DEPARTMENTS
A critique of the administrative structure of the National School of Law
Abstract: Over the last few decades, the public sector has undergone several changes, and so have the universities. Thus, initially, this article intends to analyze the historical context of the National School of Law (FND), until its federalization in 1945, when it became part of the Federal University of Rio de Janeiro (UFRJ) and its evolution to the present day. Furthermore, it seeks to demonstrate the role of chairs until the moment they were extinguished by the University Reform of 1968 during the Civil-Military Dictatorship, which created university departments, a structure that some universities insist on maintaining, even though it is a legacy of one of the most obscurantist eras that Brazil has ever lived. Finally, it intends to analyze the departmental structure of National School of Law, its evolution and the attempts to overcome this archaic and obsolete structure, in the herculean attempt to modernize the school, highlighting the role played by the Cândido de Oliveira Academic Center (CACO) and its Administrative Board for the construction of a more modern, democratic and less corporatist School of Law..
